Throughout the history of the United States, communities and institutions alike have suffered from the wrath of gun violence. On both sides of the issue, there have been many disagreements between U.S representatives and their constituents. Proponents of being able to have firearms on campus have argued that equipping students and faculty alike with guns can help reducethe probability of a mass shooting. Contrarily, opposition to the idea has suggested that more weaponry would only result in more casualties. This paper will outline the fundamental differences between those on both sides of the aisle, in regards to school faculty and students being equipped with firearms to combat potential threats. Guns being permitted/allowed for students to carry has been a hostile debate. Proponents for the issue have argued that since there is no viable way of knowing when a deranged psychopath may start spraying bullets. One example of an instance that resonates with gun proponents for campuses is that of the fatal Virginia tech shooting. Per a review by the U.S. Department of Education released in May [2010], Virginia Tech took more than two hours to notify students of the first two murders (Burnett 1). Within that time, had students been notified, they may have had time to prepare for self-defense by the time the shooter had reached them. Another fact that backs up the pro-gun argument on campuses is the fact that incidents are less likely statistically where guns are prevalent. CSU is an example, as the school's crime rate has steadily declined ever since, dropping from 800 crimes in 2002 to 200 in 2008 (Burnett 4). Furthermore, incidents have shown that police simply cannot make it in time for every firearm involved incident. An example of this proves as follows: "at the University of Alabama (Huntsville), a Harvard-trained professor is accused of shooting six of her colleagues, while the campus police station was literally next door to the site of the murder." (Burnett 6). Believers in guns on campus argue that the second amendment should apply everywhere, including the sanctuary known as a college campus. Those against guns on campus sing a completely different tune entirely. College campuses are full of mischievous, curious, and testosterone filled individuals. Like high schools, egos run high, and not everyone is bound to get along in college. One argument for no guns on college campuses is as follows "Among the concerns with concealed carry laws or policies are: the potential for accidental discharge or misuse of firearms at on-campus or off-campus parties where large numbers of students are gathered or at student gatherings where alcohol or drugs are being consumed," (Dickerson 3). This brings up a very valid point, in that colleges suffer from dealing with violence and assault at high statistics as it is. Opposition of guns on campus argue that introducing guns to a drug and alcohol filled environment is lighting fire with fire. Another point made is that the human brain does not fully develop until 24 (Dickerson 4), and that "judgment that involves resisting impulses or delaying gratification is still under construction during late adolescence and early adulthood." (Dickerson 5). This essentially supports the overall claim that 18 year olds are not nearly responsible enough to carry deadly weapons, especially when they have not fully developed their judgement and reasoning abilities. Overall, I am not a believer in guns for college students. I believe a clear majority of college undergraduates are still immature, and would abuse the privilege. My biggest concern would be allowing firearms into the same environment that is drug and alcohol induced. Guns should be for responsible adults, especially over the age of 21. To introduce guns on college campuses is to lead the youth into becoming more trigger happy as result. Students in college can be volatile and have bad temperament, both conditions that would suffice for supporting the notion that guns shouldn't be allowed on college campuses at all. The terms of such a defense are to be found in the instructions presented by the trial judge to the jury at the close of a case. These instructions can be drawn from any of several rules used in the determination of mental illness. The final determination of mental illness rests solely on the jury who uses information drawn from the testimony of "expert" witnesses, usually professionals in the field of psychology. The net result of such a determination places an individual accordingly, be it placement in a mental facility, incarceration, or outright release. Due to these aforementioned factors, there are several problems raised by the existence of the insanity defense. Problems such as the actual possibility of determining mental illness, justifiable placement of judged "mentally ill" offe nders, and the overall usefulness of such a defense. In all, I believe that these problems, as well as others which will be mentioned later, lead us to the conclusion that the insanity defense is useless and should be abolished entirely. Insanity is a legal, not a medical definition. Therefore, mental illness and insanity are not synonymous: only some mental illness constitutes insanity. Insanity, however, includes not only mental illness but also mental deficiencies. Due to this, there are problems in exactly how to apply a medical theory to a legal matter (Herman, 1983;128). The legal concepts of mental illness and insanity raise questions in a conflict between what are termed legalistic criminology and scientific criminology: mens rea, punishment v. treatment, responsibility, and prisons v. hospitals. This debate seesaws to and fro amidst a grey area between law and science. The major difficulty with a theory such as mental illness is that it is just that, a theory. To scientists theories are a way of life, but applied to the concept of law theories become somewhat dangerous. By applying a loose theory such as mental illness to law we are in essence throwing the proverbial "monkey wrench" into the wheels of justic e. TESTING FOR INSANITY At the center of the legal use of insanity lies the mens rea. Every crime involves a physical act, or actus reus, and a mental act, or mens rea, the non-physical cause of behavior. The mens rea is the mental element required for a crime, and if absent excuses the defendant from criminal responsibility and punishment (Jeffery, 1985;49). The difficulty here lies in analyzing the mens rea. In order to do this lawyers apply one of several rules used by psychologists. These rules range from the Irresistible Impulse Test to the M'Naghten Rule. Each of these rules approach mental illness/capacity in a different way and in my opinion each falls short of actual proof. I will discuss each in detail. The M'Naghten Rule The M'Naghten Rule, also known as the right-wrong test, arose in 1843 during the trial of Daniel M'Naghten who argued that he was not criminally responsible for his actions because he suffered from delusions at the time of the killing. The M'Naghten Rule reads: A defendant may be excused from criminal responsibility if at the time of the commission of the act the party accused was laboring under such a defect of reason, from a disease of the mind, as not to know the nature and the quality of the act he was doing, or if he did know it, that he did not know that he was doing what was wrong. Thus, according to the rule, a person is basically insane if he or she is unable to distinguish between right and wrong as a result of some mental disability. Criticism of the M'Naghten Rule has come from both legal and medical professions. Many criticize that the test is unsound in its view of human psychology. Psychiatry, it is argued, views the human personality as an integrated entity, not divisible into separate compartments of reason, emotion, or volition (Herman, 1983;138). Background of the Study Technology has taken a big leap forward in 21st century, with computer programs, electronics upgrading by the month & even by the day. Technology has influenced & greatly simplified almost in every aspect of a student’s life today. It is amazing what technology has done to our society and how dependent we have become on it. Nowadays there are so many companies using technical system to improve the quality of service of their company, but there are some companies still using manual computing for their product inventory like the Renz Trading. One of our group mates, her family is engage in a business which trades a Fire Extinguisher. In that case, it’s easy for the group to gather information from the said chosen company, to perform a new system, for its betterment. The group decided to work it out to find a system that will truly help the company. We noticed that some of their clients were not aware how important to know when will the fire extinguisher will expires, it is for their own safety. So we decided to add a system that will notify (via SMS) our clients or users that their purchased fire extinguisher will be expired one year after purchased and must be refilled again. And also to develop a computerized inventory system for Renz Trading which could help the operation of the company. 1. 3. 2 Specific Objectives The following objectives that the researcher would like to achieve. †¢ Reduce Effort. In calculating the income gain by the Renz Trading because the system will provide a report that if the company is earning from its expenses. †¢ Respond to trends faster. Nowadays, technology is much needed in the society that’s why the group aims to help Renz Trading to go with the trends by using computerized system. †¢ Improve Customer Service. In part of the system, fast transaction will be given. †¢ Reduce Cost Risk. The system also aims to have a monetary increase in their business. †¢ Accuracy of Sales Income. The proposed system has the capability to track, monitor and gives an alert if a specific product reaches the minimum allowance stock amount and it notify a server if the product is going to expired. A search index is also added for the users to easily track their client that need to be informed about the expiration of the purchased product, so that the client will know if they will need to replenish their purchased fire extinguisher or just buy a new one. Login account for different users will be created for database security purpose. The users that can access the system are the Owner and the Accounting clerk. The system can also provide a hard copy of daily, monthly, yearly reports; the data gathered from the users are automatically recorded on the database. 1. 5. 2 Limitation of the Study The system only handles about the sales reporting and inventory with the SMS Notification. The colour on the pad was compared with the colour chart to see the nitrate level. The nitrate level was recorded. Then a phosphate test was carried out. Firstly 5ml of the water from the river was placed in a container. There were two reagents. 5 drops of reagent 1 and 1 micro spoon of reagent 2 was added to the water. The lid was replaced and the container was shaken. We waited 2 minutes and took the lid off. The colour of the mixture was compared with the colour chart and the phosphate content was recorded. Then the oxygen test was carried out. The meter was set for air and the probe was placed in the air. His was set as 100%. The probe was then placed in the river and the reading went down or up comparing its oxygen content with the oxygen in the air. Finally the temperature of the water was measured. This was done using a thermometer. At each sight we also noted down descriptions of the site e.g. the surrounding land use, the cleanliness of the water, the depth and width of the river. This was done so that the pollution of the river could be explained. Safety While doing the freshwater fieldwork there were a few safety hazards.
